Trump administration hollows out EPA science integrity board

The Environmental Protection Agency (EPA), under the Trump administration, has "eviscerated" a key scientific review board in order to replace them with industry professionals, the board's chair has said.

Richardson says he and the other board members were expecting to serve another term - as their predecessors had.

Deborah Swackhamer, chairwoman of the EPA's Board of Scientific Counselors, said on Monday that nine of the 18 experts on the board will not see their contracts renewed for another three-year term.

"In the broader view, I suppose it is the prerogative of this administration to set the goals of federal agencies and to appoint members to advisory boards", she added.

Scott Pruitt, the administrator of the U.S. Environmental Protection Agency, will recuse himself from legal cases he brought against the agency in his earlier job as attorney general of Oklahoma, E&E News reported last week.

Replacements for the five academic scientists could come in the form of representatives from industries whose pollution the EPA is supposed to regulate.

"EPA received hundreds of nominations to serve on the board, and we want to ensure fair consideration of all the nominees", EPA spokesman J.P. Freire said.

Courtney Flint, a professor of natural resource sociology at Utah State University who had served one term on the board, said in an email that she was also surprised to learn that her term would not be renewed, "particularly since I was told that such a renewal was expected".

"We're not going to rubber-stamp the last administration's appointees. This approach is what was always intended for the Board and we're making a clear break with the last administration's approach".

"This valuable bill opens the door to increased outside input, wider expert opinions and more balanced recommendations in EPA's Science Advisory Board", Smith said at the time of its passage in the House.

Conservative federal legislators have complained that the EPA's Scientific Advisory Board (a 47-member panel that works with the Board of Scientific Counselors) lacks "balance", although the board is independent and composed of relevant experts who can assess underlying science that informs EPA policy. "It's important that high-caliber, world-class, well-respected, well-published, objective scientists be appointed", he said, acknowledging there may be value to "enriching the mix of science that advises the EPA".

Robert Richardson, an ecological economist at Michigan State and member of the Board of Scientific Counselors which reviews research done by EPA scientists, sounded the alarm over the dismissals on Friday, telling his Twitter followers: "Today, I was Trumped".

The EPA's actions have been in the spotlight since President Donald Trump took office, with the agency removing information about climate change and potential agency office shutdowns.

Scott Pruitt, who's made no secret of his opposition to the agency he now leads and its environmental mission, apparently has no use for these academicians' guidance.
