Now Nevada plans to step it up a notch by being the first state to openly allow businesses to host public marijuana use.

While the NDAA claims to support the "ongoing" research of medical marijuana and the increase of "research-grade" marijuana - the federally-grown marijuana that's contaminated with yeast, mold, and lead, according to a PBS report - they also make it clear that cultivating, distributing, selling, using, or possessing marijuana for medical purposes is in direct conflict of federal law.

Study co-author Deborah Hasin, Ph.D., of the Mailman School of Public Health and the Department of Psychiatry at Columbia University Medical Center in NY, and colleagues say that their findings suggest that changing state marijuana laws may have serious consequences for public health.

Additionally, the physician must be available to or offer to provide follow-up care and treatment to the patient to determine the efficacy of the use of medical marijuana as a treatment.

The early-adopters saw higher increases of illicit use and cannabis use disorder from 1991 to 2001 than states without medical marijuana laws, but slightly smaller increases from 2001 to 2013.

That's the basic conclusion of a study published today that has reignited the debate over whether marijuana laws encourage illegal use of cannabis.

If the US population remained constant over that time period, the researchers calculate, medical marijuana laws could be linked to 1.1 million additional cannabis users and 500,000 extra people with cannabis use disorder nationwide.

Between the first and third surveys, the researchers found that illegal marijuana use increased more in the states that passed the laws compared to those that didn't. By comparison, in states where the drug did become legal for medical use, the rate of illicit use went from 5.55 percent to 9.15 percent. Cannabis use disorder increased 1 percentage point.

Having said that, one of the reasons other states have been wary of taking this step is that the attitude of the federal government has been less than hospitable towards the marijuana industry.

"Many adults now favor legalizing recreational use, and fewer view cannabis as risky".

The pattern was similar for drug use disorder.

A key legislative committee in NY has voted to add post traumatic stress disorder to the state's list of qualifying medical marijuana conditions.

The new conclusions, published in JAMA Psychiatry, are drawn from three national studies conducted between 1991 and 2013.

For their study, Hasin and team investigated whether MMLs might be contributing to illicit use of the drug and marijuana use disorders.

The Colorado Board of Health, which oversees the state medical marijuana program, has not added any new qualifying conditions since the program began in 2001.

The team notes that further research is needed to establish what is driving the link between MMLs and increases in marijuana use and disorders in the U.S.

Nonetheless, the question still remains as to why marijuana laws seem to have no impact on teens but do encourage increased use by adults. "State MML [s] may be one such factor".

Those states also documented an increase in cannabis use disorders, such as abuse, dependence, and withdrawal.

In an editorial accompanying the new study, Dr. Wilson Compton of the National Institute on Drug Abuse in Bethesda, Maryland, and colleagues say policymakers need to understand which parts of medical marijuana laws are tied with positive and negative effects.
